Peorth is the fourth goddess to take up residence, albeit temporary, at the temple. She appears as a result of a phone call from Keiichi. However, as a dedicated employee of an agency that rivals Belldandy's, the Earth Assistance Hotline, you could imagine how shocked she was to find that her newest client already had three goddesses living with him! Convinced that the reason she was summoned by Keiichi was because Belldandy wasn't doing her job correctly, she then sets out to do anything to satisfy Keiichi's needs. That in itself doesn't sound like anything too exciting, but Peorth's belief, however incorrect, was that Keiichi needed some intimacy.

First, don't get caught up in the whole "rival agency" thing. It's not important. If Peorth was with the Goddess Relief Office, it wouldn't have made any difference. What is important is the rivalry between Bell and Peorth , personally. At least the one in Peorth's paranoid head. It was a past incident and Bell's personality that rubbed Peorth the wrong way, and led her to some delusional conclusion about Bell. This is why she was the perfect candidate for "Mission: Get Bell to tell K that she stays with him out of love and not a contract". Her drive to best Belldandy is why she was selected to take that call from Keiichi, though she didn't know it. Fate can work on goddesses as well I guess.

Peorth's role seems similar to Urd's in the beginning. Though, Urd came down to shake things up on her own and for her own amusement, and Peorth was tasked with granted Keiichi's deep desire. Peorth wasn't interested in spicing up the existing relationship between K and Bell. She wanted to almost embarrass Bell by getting Keiichi into bed with her. The clash is hilarious; unassuming Belldandy is particularly kind to the new goddess in the house, which just irritates Peorth more. However, despite Peorth's endeavors, Keiichi remained monogamous, and dedicated to Belldandy. We also hear, from time to time, about Peorth's accolades for her "special packages" and "services", which, as to what that specifically means, can only be left unto your wildest imaginations.

So, why does Peorth speak French? I'm guessing it's to play into the aforementioned attributes of being quite sexual. I would say most of the world associates the French as a very "passionate" peoples. Why that attribute was dropped in the anime, I'll never know.

How do we go from "I doubt I'll ever see you again," to her being a staple in many recent arcs? What is it that Peorth brings to the table? First-Classness. First-Classy. No, First-Classness was better. Anyway, I think Peorth shakes up what we expect out of a First Class Goddess, what we get from Belldandy. She can be meddlesome and, uh, frisky, like Urd, but focused like Skuld. She can be bold and outgoing, but controlled like Belldandy.
[edit] Pants or No Pants
On many covers, in color illustrations, and in the anime, Peorth isn't wearing pants. In OMGColors, she's wearing pants when she first shows up in The Fourth Goddess. Hmmmm. Did she once have pants and then "loose" them, or was this a slight oversight by Fujishima and certain editors?! Gasp, no! Don't get me wrong, I'm not complaining.
